Zander is a policy expert and researcher studying how policy can incentivize designs of digital platforms that empower users and curtail monopoly power in network industries. He received his MA in International Relations and a bachelor’s degree in Public Policy from the University of Chicago, where he graduated summa cum laude. His research has focused on the challenges of expanding interoperability between competing digital platforms, and harmonizing laws governing cross-border data transfers between the United States and European Union. His writing on these topics has appeared in a variety of outlets, including Tech Policy Press and the Brookings Institution’s TechTank. In the past, he has analyzed state and federal policy for international advocacy groups and served as a Public Interest Technology Fellow at the U.S. Federal Trade Commission.
